INTRODUCTION TO GGGI

PROJECT BACKGROUND
The Latin America and Caribbean (LAC) region faces significant environmental challenges, with climate change being a crucial issue due to its profound physical and economic consequences. Even with a global warming increase limited to 1.5°C, the region remains highly vulnerable to the effects of climate change. The frequency of catastrophic events such as tropical storms, hurricanes, floods, landslides, and droughts has increased, posing a pressing concern for the Region. In 2015 alone, the economic cost of climate change in the region was estimated at USD 100 billion. Moreover, a temperature rise of approximately 2.5ºC could potentially reduce economic output by 1.5-5% of GDP. These impacts have far-reaching implications for the institutional, economic, social, and environmental development of vulnerable communities.
To reduce the vulnerability of the region and increase its resilience it is necessary to transit from the ad hoc implementation of individual adaptation projects, to streamline adaptation into policies and to plan with a medium and long-term perspective. National Adaptation Plans (NAP) provide the framework to mainstream adaptation in all sectoral policies and foster adaptation in the long-term.
The NAP process seeks to identify medium- and long-term adaptation needs, informed by the latest climate science. Once major vulnerabilities to climate change have been identified, the NAP process develops strategies to address them. The NAP approach was established under the Cancun Adaptation Framework (CAF) and re-emphasized in the Paris Agreement. Crucially, NAPs follow a continuous iterative process that is country-driven, participatory, and transparent. The two overarching objectives of NAPs are to:
Reduce vulnerability to the impacts of climate change by building adaptive capacity and resilience;
Integrate adaptation into new and existing national, sectoral, and sub-national policies and programmes, especially development strategies, plans and budgets.
Countries can utilize the NAP process and its outcomes to update and improve the adaptation elements of the Nationally Determined Contributions (NDCs), a central part of the Paris Agreement.
Several financial support channels will be available for the NAP process, including bilateral and multilateral channels. In Paris in 2015, the Green Climate Fund (GCF) was requested to expedite support for the formulation of NAPs and the implementation of programmes, projects and policies identified in the NAPs in developing country Parties. Through the GCF Board decision B.13/09, paragraph (e), the GCF provides financial support for the formulation of NAPs through its Readiness and Preparatory Support Programme.
Thanks to GCF funding for NAP development, overall GGGI has supported 10 of its Member Countries (in Africa and Asia) with the development of their NAP. Currently, GGGI is supporting Ethiopia, Sri Lanka, and Rwanda with their NAPs following differentiated approaches due to national circumstances. Furthermore, GGGI is supporting Ecuador to develop a readiness proposal for its Second National Adaptation Plan. Based on these experiences and the developed expertise, GGGI LAC seeks to play a leading role in the implementation of its Member Countries’ NAPs.
OBJECTIVES OF THE ASSIGNMENT
The Global Green Growth Institute (GGGI) is an intergovernmental organization founded to support and promote a model of economic growth known as green growth, which targets key aspects of economic performance such as poverty reduction, job creation, social inclusion, and environmental sustainability. GGGI works with countries around the world, building their capacity and working collaboratively on green growth policies that can impact the lives of millions. The organization partners with countries, multilateral institutions, government bodies, and the private sector to help build strong economies that are more efficient and sustainable in the use of natural resources, less carbon-intensive, and more resilient to climate change. GGGI supports stakeholders through complementary and integrated workstreams that deliver comprehensive products designed to assist in developing, financing, and mainstreaming green growth in national economic development plans.
GGGI LAC seeks to formalize its support offering to its Member Countries in terms of adaptation to climate change by supporting the development of National Adaptation Planning (NAP) and related efforts. GGGI LAC has experience in the design, resource mobilization, and implementation of adaptation actions, while developing in-house expertise. Currently GGGI LAC, through its Country Offices, is pursuing the delivery of NAPs source through the GCF NAP window.
The objective of the consultancy is support GGGI in the development of multiple concept notes for NAP proposals (at least 3) and in the delivery of underlying activities for the design of a NAP and related activities development according to guidance from UNFCCC and the GCF. The readiness proposals must be based on the following non-exhaustive list of elements upon the needs assessment activities: climate and oceanic observations and projections, climate risk assessments including limits of adaptation, designing of adaptation projects and measures, M&E adaptation mechanisms, and funding sustainability strategy(ies).
DELIVERABLES AND PAYMENT SCHEDULE
Activities
The consultancy must carry out at least the following activities:
Support GGGI staff in the development of the climate logic for GCF concept notes developing inputs explaining the risk and vulnerability profile, main expected climate impacts, potential losses and damages and additional adaptation related information of the (at least 3) selected countries.
Conduct Complementarity Analysis reviewing ongoing projects or to be implemented with international funds, mainly through GCF, to balance missing adaptation needs to be considered under the NAP.
Assessment of national policies, priorities and needs in adaptation to climate change to identify adaptation gaps and national capacities, considering a gender approach. The needs assessment must contain, but not limited to climate and oceanic observations and projections, climate risk assessments including limits of adaptation, designing of adaptation projects and measures, M&E adaptation mechanisms, and funding sustainability strategy(ies).
Support in the facilitation of stakeholder participation processes, by identifying relevant stakeholders at national and subnational levels, and from civil society and non-governmental organizations (CSO and NGO) ; and by developing interactive tools for input collection.
Formulate the concept notes for the selected countries NAP proposals and support in responding to observations and comments made by the GCF during the evaluation process of the concept notes.
Deliverables
Under direct supervision of the MRV & NDC Enhancement Officer, and in close collaboration with the GGGI country teams, the consultant will develop the following deliverables by the end of the consultancy:
Workplan.
Develop one (1) detailed work plan that includes at least the following aspects:
Methodology, approach, phases, deadlines, and responsibilities.
Detailed timeline
Climate rationale report(s).
Develop at least three (3) documents containing the climate logic of the project which will present the current and future climate for the countries, and expected impacts and loses (based on nationally produced information such as national communications, NDC, Biennial Update Report, Sendai Framework and Samoa Pathway reporting, and SDG reporting. The document should highlight the importance of developing a NAP due to the country’s vulnerability and risk profile with an emphasis of the current and expected impacts.
Complementarity analysis
Conduct at least three (3) documents containing a detailed assessment of ongoing and planned adaptation efforts funded by international and national donors/stakeholders. The document should consider the findings from Deliverable 2 to specify the actual adaptation gaps or needs to be covered by the NAP. This comparison should be based in a thorough review of major international donors (GCF, GEF, WB, etc) and from relevant national funds and implementing organizations, with the objective of avoiding duplicated adaptation efforts.
Country-level adaptation needs assessment(s)
Deliver at least three (3) documents containing an in-depth assessment of national policies, priorities and needs in adaptation to climate change to identify adaptation and national capacities gaps, considering a gender approach. This document should precisely describe the country’s gaps and the means to surpass them. The needs assessment must contain, but not limited to climate and oceanic observations and projections, climate risk assessments including limits of adaptation, designing of adaptation projects and measures, M&E adaptation mechanisms, and funding sustainability strategy(ies). The document should include a roadmap with detailed activities to be conducted to progressively reduce adaptation gaps while considering the adaptation actions that the countries have are currently implementing.
Stakeholder participation processes report(s)
At least three (3) documents containing the identification of relevant stakeholders in adaptation matters at national and subnational levels, and from CSO and NGO, the invitations to the relevant stakeholders with their corresponding response, the agenda for consecutive participatory workshops (which will be funded by GGGI), the inputs, comments and recommendations made by the stakeholders to Deliverables 2, 3, and 4, the material used during the workshops, and didactic data collection tools used to capture stakeholders inputs.
Draft concept note(s)
Deliver at least three (3) draft concept note(s) in the corresponding GCF template based on the findings from all previous deliverables.
All deliverables (documents with their annexes and infographics, schematics, tables, diagrams, cartography, and the other graphic aspects developed to facilitate the understanding of the technical contents) will be delivered in a digital medium, in open files that allow their editing.
Suggested methodology and competition requirements
The consultant can use primary and secondary sources of information to prepare the required results.
Meetings with GGGI team and relevant entities if needed through interviews, workshops, discussions groups with stakeholders and relevant authorities will be necessary to validate and prioritize the actions that will be developed.
Technical integrated work is considered decisive for the achievement of the objectives.
It is the consultant's responsibility to attend all required technical events and meetings.
All relevant technical papers, reports, and other documents prepared from the start to the end of the assignment shall be attached to the Final Report.
The final report must be approved by the GGGI. The Consultant shall consider the comments and necessary revisions proposed. Within 14 days from the receipt of the comments or modification proposal from the GGGI, the Consultant shall prepare and submit the final versions of the report.
Reports and Coordination
The development of the consultancy will be monitored and coordinated primarily through periodic review and planning meetings -the precise schedule will be determined once the consultancy starts by GGGI and the consultant. The consultant’s work progress will be monitored through these review meetings addressing topics such as the strategic direction of activities, coordination of actors and the definition of inter-agency conciliation tables, as well as reporting on progress about the objective of consulting and deliverables.
All reports or results must be written in English, except the final report (deliverable 5) which must be delivered in English and Spanish, in accordance with GGGI's formatting requirements, and must be sent in electronic copy along with the detail of the products associated with the deliverables, including attendance lists of the concertation spaces, memory aids generated and complete sets of raw data and research materials.
Supervision
The consultant will be supervised by GGGI LAC´s MRV & NDC Enhancement Officer and support each of the three GGGI Country teams.
EXPERTISE REQUIRED
The consultant must meet the following requirements:
(REQUIRED) Professional with a postgraduate degree in natural sciences, engineering, applied economics (e.g. climate change, environmental), biology, geography, or environmental science (management).
(REQUIRED) At least 6 years of relevant professional experience in the field of climate change adaptation.
(REQUIRED) Professional experience of at least six (6) years in the field of climate change adaptation, of which four (4) years are in projects´ formulation, adaptation planning, M&E for adaptation, implementation of adaptation actions, mainstreaming of adaptation in national policies, EWS, and development of technical aspects of a NAP.
(REQUIRED) Knowledge in the development of climate policy, strategy or plans at national and subnational level.
(REQUIRED) Proven experience developing funding proposals related to environmental sustainability, biodiversity conservation, and climate change adaptation for international funds or multilateral development banks.
(REQUIRED) Proven experience working with International Finance Institutions and Multilateral Development Banks, or other international organizations is an advantage.
(REQUIRED) Expertise to ensure a gender transformative approach to the NAP
(DESIRED) Proven experience in conducting risk and vulnerability assessments is highly desirable.
(DESIRED) Proven experience in water and food security, EWS, flood management, and NbS and EbA is highly desirable.
(DESIRED) Experience coordinating large climate change adaptation programmes/projects at the national or international scale;
(DESIRED) Previous work experience in LAC countries’ public sector institutions, international organizations or private sector companies working on climate change adaptation initiatives is highly desired;
(DESIRED) Experience designing and conducting stakeholders consultation processes is an advantage;
Fluent in English and Spanish (written and verbal, minimum B2 level)
Strong skills in assertive communication.
Ability to produce deliverables with minimal supervision.
